SPHERES provides specialized consulting and technical assistance services to organizations designing, implementing, monitoring, and evaluating health programs in the Philippines. Our work spans the full program cycle, from strategy and design through implementation support, evaluation, and organizational capacity building.
We work as a primary contractor, implementing partner, subcontractor, and technical service provider across a broad range of client and partner types. Our engagements span national and local government, international development organizations, and civil society — including the Department of Health, local government units, UN agencies, bilateral development organizations such as KOICA and JICA, and international implementing partners.
Every recommendation we make is grounded in data, peer-reviewed research, and documented field experience. We do not substitute opinion for evidence or anecdote for analysis.
We design and implement programs in alignment with DOH policies, the UHC Act, and national health priorities. Parallel structures that bypass government systems are not how we work.
We measure what we do. Every engagement includes defined outputs, outcomes, and indicators. We track progress, report honestly, and adjust when the data says to.
