SPHERES, Inc. is a Philippine public health consulting firm built around end-to-end project management, carrying a program from design through implementation, monitoring and evaluation, and closeout under one accountable team. Its technical competencies in program design, health systems strengthening, epidemiology, and capacity building are delivered within that same project management structure. The result is a single accountable partner for government agencies, UN agencies, and civil society organizations managing public health programs in the Philippines.

Both engagements were secured through competitive selection against a Terms of Reference and are ongoing as of August 2026.

Flagship Tools & Digital Platforms

Digital systems designed and built in house for engagements that call for them, including facility assessment tools, community data collection instruments, and reporting dashboards. Manual processes and third-party platforms are used where those better fit a project’s scope and budget. The tools below are currently in active use.

MHFR Self-Assessment Tool

Turns a full day of manual facility audits into an hour long digital self-assessment. Seven domains, 114 indicators, built on the WHO Service Availability and Readiness Assessment (SARA), the WHO Harmonized Health Facility Assessment (HHFA), and DOH Administrative Orders 2012-0012 and 2020-0047. Produces an instant Facility Readiness Scorecard and a live, GPS mapped Health Care Provider Network view for the whole municipality.

MaTRIS, the Maternal Tracking and Risk Identification System

Gives barangay health workers a single mobile tool to register, classify, and follow high risk pregnancies from first contact through postnatal care, complementing paper logbooks with a live supervisor dashboard, an interactive risk map, an RHU client lookup tool, and a mobile BHW Client Viewer.

Buntis Partner Program

The MaTRIS architecture configured for Santa Cruz, Laguna. The digital tools are built and pretested, and Barangay Health Worker and Rural Health Unit staff are currently completing orientation and training ahead of full rollout across all 26 barangays, targeting approximately 500 pregnant women.

Dr. Agnes Jacinto-Pacho, MD, PHSAE, is President and CEO of SPHERES, Inc., bringing decades of experience in public health, epidemiology, and program management to the organization. She previously served as President and CEO of the Asia Pacific Management and Research Group, Inc. (APMARGIN) from 2016 to March 2026, leading that organization’s full project lifecycle, from proposal and study design through implementation, data management, and evaluation. At SPHERES, she leads the technical and epidemiological grounding behind the firm’s assessment tools and program designs, and provides senior oversight on project management structure and quality across engagements.
